Brickchute weir river Leven Cumbria

Anyone know what is happening to the Brickchute weir? I went to play on it today and the right half of the river is blocked by sandbags.....

no - but work was scheduled on it last year but it never happened due to high water levels.

Also found this the other day. There is also a rope in the river. Didn't block the middle chute though, and easily visible from above.

How much water is required for that spot to work?
Is it park and play? if so where do you get in?
